How to Convert a Picture to PDF on iPhone

Published by PDFToolz · Updated · Technical references listed below

To convert a picture to PDF on iPhone, open the photo in Photos, tap the Share button, then Print. On the print preview, pinch outward with two fingers to open the page as a PDF, tap Share and choose Save to Files. It works for several photos at once and needs no app.

That trick gives you little control over order and page size. This guide covers the other free ways built into iOS, including the Files app, the Preview app added in iOS 26 and Notes scanning, then shows how to combine photos into one PDF in the order you want, on A4 or Letter pages, with PDFToolz in Safari.

Convert a photo to PDF with the Print trick

Every iPhone can print from the Photos app, and the print preview can be opened as a PDF. Pinching outward on it shows the PDF full screen, where you can share or save it. You don't need a printer. Apple doesn't document the pinch gesture, but it has worked for many iOS versions.

Each photo becomes one page. You get few layout options, so if you need a set page size or margins, use one of the methods further down.

  • Open Photos. For one picture, open it. For several, tap Select and tap each photo.
  • Tap the Share button, then tap Print. Swipe up on the share sheet if you don't see it.
  • On the print screen, place two fingers on the page preview and spread them apart.
  • The preview opens as a PDF. Tap the Share button and choose Save to Files.
  • Pick a folder, rename the file if you like, and tap Save.

Use Create PDF in the Files app

The Files app can turn images stored in Files into a PDF. Photos in your library aren't in Files yet, so save them there first. In Photos, select them, tap Share, then tap Save to Files.

Apple doesn't describe this command in the iPhone User Guide, and its place in the menu has moved between iOS versions. If you don't see it straight away, look under Quick Actions.

  • Open Files and go to the folder with your images.
  • For one image, touch and hold it and tap Create PDF.
  • For several, tap the More button, tap Select, pick the images, then tap More again and choose Create PDF.
  • The new PDF appears in the same folder, ready to rename or share.

Use the Preview app on iOS 26 and later

From iOS 26 the iPhone has a Preview app, like the one on the Mac. It exports an image as a PDF, and it can insert more images into a PDF and reorder pages by dragging. That makes it the most flexible built-in option for a multi-page PDF. Preview opens files from Files, so save the photos there first.

When you export to PDF, Preview offers an Embed Text option that runs OCR on the images, so the PDF is searchable. It also has Optimize Images for Screen and Save Images as JPEG for a smaller file.

  • Open your first image in Preview.
  • Tap the button next to the file name, tap Export and choose PDF. Turn on Embed Text if you want searchable text.
  • Save the PDF, then open it in Preview.
  • Tap the page count to show thumbnails. Touch and hold a thumbnail, tap Insert from File and pick the next image.
  • Touch and hold a thumbnail and drag it to change the page order, then save the file.

Scan paper documents with Notes or Preview

If the picture is a photo of paper, such as a receipt, letter or form, scan it instead. The scanner finds the page edges, crops to them and saves the pages as a PDF. Unlike a straight photo, the result shows only the page, with the background cropped away.

In Notes, open a note, tap the Attachments button, then Scan Documents. Hold the iPhone over the page. It captures automatically when it detects the page edges, or you can tap the shutter. Scan more pages, then confirm when you're done. The pages are saved as a PDF in the note, which you can share or save to Files. On iOS 26 and later, Preview's start screen has the same Scan Documents option and combines the pages into a single PDF you can save.

Shortcuts and Books

The Shortcuts app has a Make PDF action. A short shortcut that takes images from the share sheet and passes them through Make PDF, then Save File, gives you a one-tap Photos-to-PDF button. It is worth setting up if you convert photos often.

Older guides suggest sharing a photo to the Books app to make a PDF. Apple documents Books only for reading, sharing and marking up PDFs you already have, and the trick doesn't let you choose the order or page size. The methods above are more reliable.

Combine photos into one PDF in order with PDFToolz

When the order, page size or margins matter, for example for a rental application or an expense claim, use PDFToolz JPG / PNG to PDF in Safari. It runs in the browser, so the photos are placed into the PDF on your iPhone and never uploaded. There is no app, account or watermark.

The tool takes JPG, PNG and WebP. iPhone photos are often HEIC, but when you pick them from the photo library, Safari converts them to JPG for the page, so they work. A HEIC file chosen from the Files app may be refused. If that happens, pick the photo from the library instead, or open it in PDFToolz HEIC to PDF, which takes HEIC files directly.

JPG photos are embedded without recompression, so the PDF keeps their full quality. Photos taken sideways are turned the right way up using the orientation tag your camera saves.

  • Open JPG / PNG to PDF in Safari and tap Select images, then choose Photo Library and pick your pictures.
  • Use the arrow buttons under each thumbnail to set the page order. Tap Add more to add further photos.
  • Under Page size, pick A4, Letter or Fit image. With A4 or Letter, Orientation Auto gives landscape photos a landscape page.
  • Under Margin, pick No margin, Small or Normal.
  • Tap Create PDF, then Download PDF. Safari saves images.pdf to the Downloads folder in the Files app unless you changed that setting.

Which method to use

All of these are free and work without installing an app. Pick by what you need from the finished PDF.

Fix size, text and rotation after you convert

Full-resolution phone photos make heavy PDFs. A dozen pictures can be too large for an email or upload form.

  • If the file is too big, run it through Compress PDF, or Compress PDF to Size to hit a limit such as 1 MB.
  • A PDF made from photos has no selectable text. Turn on Embed Text when exporting from Preview, or run the PDF through OCR PDF.
  • If a page still shows sideways, the photo was saved turned with no orientation tag. Fix that page with Rotate PDF.
  • To add the photos to an existing PDF, convert them first, then join the files with Merge PDF.

Key takeaways

  • ✓The quickest built-in way is Photos > Share > Print. Pinch outward on the preview, then tap Share > Save to Files.

  • ✓For photos of paper, scan with Notes or Preview to get pages cropped to the sheet.
  • ✓PDFToolz JPG / PNG to PDF in Safari sets the page order, A4 or Letter size and margins without uploading your photos.
  • ✓Compress the finished PDF if it is too large, and run OCR if you need searchable text.

How do I turn multiple photos into one PDF on iPhone?

In Photos, tap Select, choose the photos, then use Share > Print and pinch outward on the preview. Each photo becomes a page in one PDF. To set the exact order, page size and margins, use PDFToolz JPG / PNG to PDF in Safari instead.

How do I save a photo as a PDF on iPhone without an app?

Use the Print trick in Photos, or save the photo to Files, touch and hold it and tap Create PDF. On iOS 26 and later you can also open it in the Preview app and export it as PDF. All three are built into iOS.

Why can't I find Create PDF in the Files app?

The command only works on files stored in Files, not in your photo library, so save the photos to Files first. Its place in the touch-and-hold menu has changed between iOS versions, so check under Quick Actions if it isn't listed directly.

Can I convert HEIC photos to PDF on iPhone?

Yes. Apple's own tools, such as the Print trick and Preview, work with HEIC photos. PDFToolz JPG / PNG to PDF also works with them when you pick them from the photo library in Safari, because Safari converts them to JPG. For HEIC files saved in the Files app, use HEIC to PDF.

How do I make a PDF from photos smaller on iPhone?

When exporting from Preview, turn on Optimize Images for Screen. Or run the finished PDF through PDFToolz Compress PDF in Safari, which works on your device and lets you trade image quality for a smaller file.
