JPG to PDF Converter, free and private
This JPG to PDF converter puts your images into one PDF, one image per page, in the order you choose. It also takes PNG and WebP files. Phone photos taken sideways come out the right way up, and landscape pictures get landscape pages.
Use it when a landlord, school portal or expense system wants receipts or scans as a single PDF. The PDF is built in your browser, so your photos are never uploaded. There is no account, watermark or file cap.

Add your images
Press Select images or drop JPG, PNG or WebP files on the page. Use + Add more to add further images. Each image becomes one page.

Set the page order
Each image shows as a numbered thumbnail. Use the ‹ and › buttons to move it earlier or later. The number is the page it will become.

Choose size, orientation and margin
Under Page size, pick A4, Letter or Fit image. For A4 and Letter, Orientation Auto turns each page to match its image. Under Margin, pick No margin, Small or Normal. The page previews show where each image lands.

Create the PDF
Press Create PDF. Then press Preview to check it, or Download PDF to save it. The PDF takes the name of the first image, such as holiday-01.pdf.

Sideways photos turned upright
Phones often save a photo sideways and add a tag that says how to turn it. The converter reads that tag, so each page shows the photo the way you took it.
JPGs go in untouched
JPG files are embedded byte for byte with no recompression, even when they need turning upright. PNG files are embedded as they are, and WebP files are converted to lossless PNG.
Pages that match each image
With Orientation set to Auto, a portrait photo gets a portrait page and a landscape photo a landscape page in the same PDF. Choose Portrait or Landscape to make every page the same.
Photos stay on your device
The images are read and placed into the PDF with JavaScript in your browser. No server ever holds a copy of your passport scan.
JPG to PDF page size, orientation and margin
These options decide how each image sits on its page. All of them keep the image's proportions. Nothing is stretched or cropped, and each image is centred.
- A4 is the default, with pages of 210 × 297 mm. Letter uses 8.5 × 11 inch pages, the standard in the US and Canada.
- Fit image makes each page the shape of its image. The page is sized as if the image were printed at 150 DPI, so a 3000 pixel wide photo makes a page about 50 cm wide. No page side is longer than an A4 page, 297 mm.
- Orientation Auto turns each A4 or Letter page to match its image. Portrait and Landscape use the same direction for every page.
- Margin Normal, the default, leaves 12.7 mm (half an inch) of white around each image. Small leaves 6.35 mm, and No margin lets the image reach the page edge on its longer side.
Image quality and file size
Since JPGs go in untouched and PNGs are lossless, the PDF ends up about as large as the images you added. WebP images become PNG on the way in, so they can grow larger than the original WebP files. A rare mirrored JPG, such as a selfie saved flipped, is redrawn and saved again as JPEG.
A dozen full-size phone photos can make a heavy PDF. If it is too big to email, run it through Compress PDF, or use Compress PDF to Size to hit a target such as 1 MB.
Fixing common problems
Most issues come from the source images. Some quick fixes:
- A page still shows sideways. The photo was saved with the pixels turned and no tag. Fix the page afterwards with Rotate PDF.
- Your file is not accepted. Only JPG, PNG and WebP work here. Use HEIC to PDF for iPhone photos and TIFF to PDF for TIFF scans.
- Phone photos of paper look uneven. Scan to PDF is made for camera shots of documents, with edge cropping, straightening and document filters.
- You need text you can search or copy. Images have no text layer, so run the finished PDF through OCR PDF.
