How to Create a PDF File from Any Document, Photo or Page

Published by PDFToolz · Updated · Technical references listed below

To create a PDF file, open your document in the app you made it in and pick Save As, Export or Download as PDF. If the app has no PDF option, print it and choose a PDF printer instead. That is Microsoft Print to PDF on Windows, and Save as PDF on a Mac, in Chrome and on Android. For photos, paper documents, plain text or HTML, use a converter that builds the PDF for you.

This guide shows the fastest method for each starting point, from Word and Google Docs to images, scans, text, Markdown and HTML. It also covers printing to PDF on Windows, Mac, iPhone and Android, and turning the finished PDF into a fillable form. The PDFToolz converters are free and run in your browser, so your files are not uploaded.

Which method to use

The right method depends on what you start with. An app that can export PDF directly gives the best result, because text stays selectable and searchable, links keep working and the file stays small. Printing to PDF works from almost any app but can drop links and bookmarks. Converters fill the gaps for images, scans, text and HTML.

How to create a PDF from Word or Google Docs

Word and Google Docs both save PDFs directly, with no extra software. Exporting this way keeps your text real text, so readers can search and copy it, and it keeps headings and links.

In Word on Windows, select More options, then Options, in the save dialog to export only a page range or create PDF bookmarks from your headings. For very large Google Docs, Google suggests printing instead. In Chrome, choose File, then Print, and set Destination to Save as PDF.

  • Word on Windows: select File, then Save a Copy, or Save As if the file is new, choose Browse, pick PDF from the file type list and select Save.
  • Word on Mac: select File, then Save As or Save a Copy, choose PDF under File Format, name the file and select Save.
  • Google Docs: click File, then Download, and choose PDF Document (.pdf). The file downloads to your computer.
  • Other apps, such as Pages, LibreOffice or Excel, usually have the same option under File as Export, Save As or Download.

How to make a PDF from photos and images

PDFToolz JPG / PNG to PDF puts each image on its own page and joins them into one PDF. It accepts JPG, PNG and WebP files. Most JPG photos are placed into the PDF without being re-compressed, so they keep their quality, and phone photos are turned the right way up using the orientation stored in the photo.

You can drag the images into order before converting. The page options are A4, Letter or Fit image, which sizes each page to its photo. With A4 or Letter, orientation can be automatic, portrait or landscape. The margin can be none, small or normal.

  • Open JPG / PNG to PDF and select your images.
  • Drag them into the order you want the pages in.
  • Pick a page size, orientation and margin.
  • Press Create PDF and download the file.

How to scan a paper document to PDF

A plain photo of a page often has a tilted angle, a table showing around the edges and gray shadows. PDFToolz Scan to PDF cleans this up. It finds the sheet of paper and trims the background, straightens tilted pages and applies a Color, Document or Grayscale filter. The Document filter turns the paper white and darkens the ink, even in uneven light.

On a phone, the file button can open the camera, so you can shoot each page and add them in order. Turn on Searchable OCR to add a hidden text layer, so the PDF can be searched and copied. The OCR reads English text and runs in your browser. For the cleanest crop, shoot the page on a darker surface.

Phones also have built-in scanners. On iPhone, both the Notes app and the Files app scan pages. In Notes, tap the Attachment button, then Scan Documents. In Files, tap the More button, then Scan Documents. On Android, the Google Drive app scans with its Camera button and can save the result as a PDF.

  • Open Scan to PDF and take or select photos of each page.
  • Keep Automatic edge crop and Straighten on.
  • Pick the Document filter for text pages, or Color for photos and forms with colored marks.
  • Choose A4, Letter or Fit, and turn on Searchable OCR if you need to search the text.
  • Press Create scanned PDF and download it.

How to create a PDF from text or Markdown

For notes, README files, drafts or anything typed in a plain text editor, PDFToolz Text / Markdown to PDF builds a clean document without a word processor. Paste the text or open a .txt, .md or .html file.

In Markdown mode, headings, bold and italic text, lists, quotes and code blocks keep their formatting. Plain text mode keeps every line exactly as typed. HTML files are read as text, with the tags removed, so use the HTML to PDF tool when you need the page's layout. Accented letters, Greek and Cyrillic are supported. You can pick A4 or Letter, a margin from 5 to 40 mm and a text size from 8 to 20 pt.

  • Open Text / Markdown to PDF.
  • Paste your text or open a file, and pick Markdown or Plain text as the input format.
  • Set the page size, margin and text size.
  • Press Create PDF and download the result.

How to convert HTML to PDF

To turn HTML into a PDF that keeps its layout, use PDFToolz HTML to PDF. Paste HTML code or open an .html file, and it builds A4 or Letter pages that keep the page's styles, tables and images. The conversion runs in your browser, so your HTML is not uploaded.

For a live web page, printing is usually quicker. In Chrome on a computer, press Ctrl+P, or Cmd+P on a Mac, and set Destination to Save as PDF. On iPhone, Safari can save a page as a PDF. Open the Share menu, tap Markup, then choose Save File To.

How to print to PDF on Windows, Mac, iPhone and Android

Print to PDF works from any app that can print, such as a browser, an email client, an accounting program or a photo viewer. Instead of paper, the print goes to a virtual printer that writes a PDF file. It is built into Windows, macOS, Chrome and Android, so there is nothing to install.

The trade-off is that printing turns the content into printed pages. Bookmarks and form fields are usually lost, links sometimes are, and some apps print text as images. When an app offers a real Save As PDF or Export option, use that instead.

  • Windows 10 and 11: press Ctrl+P, choose Microsoft Print to PDF as the printer, select Print, then name and save the file. If it is missing, turn it on under Turn Windows features on or off.
  • Mac: choose File, then Print, click the PDF pop-up menu or PDF button and choose Save as PDF. Security Options lets you add a password.
  • iPhone and iPad: in Safari, open the Share menu, tap Markup, then choose Save File To. To turn paper into a PDF, use Scan Documents in Notes or Files.
  • Android: in Chrome, tap the three-dot More menu, then Share, then Print. Choose Save as PDF as the printer and save the file to your device.

How to make a fillable PDF

A PDF you create from Word, Google Docs or a scan is flat. People can read it but can't type into it. To make a form people fill in, add form fields to the finished PDF. PDFToolz Create Fillable PDF lets you place fields on each page and saves them as standard PDF form fields, known as AcroForm fields, which Acrobat Reader, web browsers and Preview on a Mac can fill.

You can add text boxes, checkboxes, radio buttons, dropdowns, date fields and signature lines. A signature line is a box where the signer types their name, not a certificate-based digital signature. Like the other tools, it runs in your browser.

  • Create the form layout in Word or Google Docs, with blank lines and boxes where answers go, and save it as a PDF.
  • Open Create Fillable PDF and select that PDF.
  • Place a field over each blank. Give fields clear names, such as 'Last name', not 'Text1'.
  • Put radio buttons that answer the same question in one group, and add the choices to each dropdown.
  • Download the fillable PDF, then open it in a browser or Acrobat Reader and test every field.

Check the PDF before you send it

A quick check catches most problems. Open the PDF in a different app from the one that made it, since that is what the recipient will do.

  • Page through the whole file and check the order, orientation and page size.
  • Try selecting a word. If you can't, the page is an image, so run OCR if the text must be searchable.
  • Check that fonts look right, with no odd symbols or empty boxes.
  • If the file is too large to email or upload, compress it.
  • To join several PDFs into one, use Merge PDF.
  • If the PDF holds private data, add a password before you share it.

How do I create a PDF that people can fill in?

Make the layout first and save it as a PDF, then add form fields. In PDFToolz Create Fillable PDF, place text boxes, checkboxes, radio buttons, dropdowns and other fields over the blanks and download the result. The fields are standard PDF form fields, so they work in Acrobat Reader, browsers and Preview.

Is print to PDF the same as save as PDF?

Not quite. Save as PDF or Export keeps the document's structure, such as links, headings and bookmarks. Print to PDF sends the printed pages to a virtual printer, which usually drops bookmarks and sometimes links. Use Save As when the app offers it, and print to PDF when it doesn't.
